Eventually, I had to unsubscribe on the workshop and download it via the Skyrim Nexus. I don't want to do this, because I like how easy the Workshop is, especially since I have multiple computers that I play Skyrim on. This brings me to my question: When does Steam Workshop mods download/sync? Can I force-sync Workshop mods? I believe this is something about Steam's server again as in the past, I had trouble downloading the mods list. It used to show up as steam id numbers for the mod folders but Iceman fixed it. Anyone else having these issues as well and is there another way to force the workshop mods to download? After subscribing to Workshop items in Steam, the items appear in-game under Steam Workshop, but not under Mods. Therefore, I have no access to the on/off switch for the items and I am fairly certain that they have not been downloaded.

Downloaded steam mods not showing up in launcher [CK2] CK2. I have a legitimate copy + DLC of CK2 on Steam. I have a bunch of previously downloaded workshop mods that show up and work in the launcher, but I just downloaded Arumba's mod pack and none of them show up. Previously what's worked is waiting a few minutes and restarting, but it's been nearly and hour now. TLDR Some workshop mods show edit: Did you actually download the mods or just subscribe to them? From what I've read, Steam doesn't store workshop mods on your computer so you'll need to do it manually while connected won't let you access workshop mods while not connected. As /u/Rainydays5 pointed out below, they're still physically on your machine so you can manually relocate them.
